Each month, one reform is debated in depth to produce 2 to 5 concrete options — already drafted as constitutional articles, ready to become checkboxes. It starts with the RIC (the most important one, given the longest exposure), then the voting rules, the fair campaign, integrity, and the checks and balances.
In the meantime, the legislative elections take place on their normal date, under the old rules — one last time. No impact on the plan: everything ends up written into the Constitution by the referendum anyway, which then governs every election.
