Laying the groundwork for the campaign, ahead of any election deadline.

Phase 1 · the ~12 months before the presidential election

📣 The signature campaign

The grassroots engine is running: one lock unveiled and championed each month.

  • Field mobilization: booths, door-to-door, social media, videos.
  • Getting candidates to sign, one by one; keeping the scoreboard up to date.
  • Citizens take the conditional-vote pledge — the counter climbs.

Phase 2 · The 2027 presidential election

🗳️ The PACTE becomes an issue in the election

Impossible to ignore: every candidate is either a signer or not, and voters know it.

  • The debate shifts: “will you give the final word back to citizens, yes or no?”
  • Committed signers bind themselves to hold the single referendum within one year.
Phase 3 · the 1st year of the term

⭐ The year of debate — 12 months, one reform per month

The newly elected president immediately opens the year of public debate.

Each month, one reform is debated in depth to produce 2 to 5 concrete options — already drafted as constitutional articles, ready to become checkboxes. It starts with the RIC (the most important one, given the longest exposure), then the voting rules, the fair campaign, integrity, and the checks and balances.

In the meantime, the legislative elections take place on their normal date, under the old rules — one last time. No impact on the plan: everything ends up written into the Constitution by the referendum anyway, which then governs every election.

Phase 4 · 12 months to the day after the presidential election

🗳️ The single referendum — written into the Constitution

On a Sunday, exactly one year after the election, a single multiple-choice referendum. For each reform, citizens check the option debated during the year.

  • The result — principle AND chosen specifics — goes directly into the Constitution.
  • The people's choice applies exactly as voted, with no rewriting in between.
  • The new rules govern every election that follows.
Phase 5 · from then on

♾️ Democracy carries on

The permanent system settles in — and no longer depends on any providential figure.

  • The RIC is in place: the people can propose, repeal, recall, revise — on any subject and any scope.
  • The specifics (frequency, organization, thresholds) are the ones set by the public debate.
  • The people propose, debate, decide: from now on, the people decide.
Phase 6 · forever

🗳️ The people decide what comes next

Nothing is set in stone. From now on, it is the citizens who decide how the rules and laws evolve — adding, amending, repealing, revising, indefinitely. The PACTE is not a finish line: it is the starting point of a democracy where the people decide.
